Established in 2007 and headquartered in Singapore, OCS provides construction management, engineering, bespoke, fully engineered equipment packages, strategic equipment subcontracting, and consulting services to the offshore oil & gas and renewable energy sectors. Our services are engineered to deliver precision, reliability, and value across the full lifecycle of marine infrastructure projects.

Our Core Purpose

OCS was founded to meet the growing need for technically capable and experienced engineering professionals in offshore construction. Our highly skilled team mentors new engineers while maintaining a strong track record across complex marine projects. Our solid foundation in construction management and engineering underpins all our offerings, ensuring that we are able to plan, execute and deliver even the most demanding projects on time and within budget.

Project Types & Technical Capabilities

OCS brings deep technical expertise and practical field experience across a broad spectrum of offshore and nearshore construction scopes. Engineering & Equipment

Our dedicated engineering group offers advanced design and construction support using industry-standard tools and methods. OCS maintains a portable pool of strategic marine construction equipment managed by our experienced field and project engineers. Central to our fleet is the purpose-built Utility Barge UB-01 “Miss Pennie” and Multicat Support Tug “Ms Bee” — tailored for nearshore operations and complex trenching scopes.

Additional support equipment includes systems for pipeline trenching, pre-commissioning, span correction, and pile remediation. Equipment is available as standalone rentals or integrated into turnkey project packages.

Specialist Services for Operators

OCS supports operators in developing field-specific installation plans, technical negotiations, and RFQ/ITB preparation. We provide execution planning, contractor evaluations, vessel inspections, and project supervision. Our early-stage engagement helps optimise cost, reduce risk, and improve interface management in offshore projects.

Specialist Services for Contractors

For contractors, OCS delivers experienced personnel to support tender development, planning, and execution phases. We assist with installation procedure development, subcontracting, mobilisation, and offshore supervision. This flexible support enables contractors to manage peak project demand without increasing baseline headcount, improving efficiency and competitiveness.

Regional Presence & Certifications

OCS operates out of Singapore with satellite offices in Bangalore, India and Batam, Indonesia. Our main office and workshop at 36 Kian Teck Road supports engineering, fabrication, and equipment maintenance. Certifications include ISO 9001, NATA (Australia), SINGLAS (Singapore), and BCA General Builder Class 1 License.
